Implementation
Embed Catalyst OS in your delivery practice. Your consultants scope the reconciliation, configure the packs and sources, validate the results and support adoption. Your team owns the engagement and reviews the results.
Use Catalyst OS to compare records, investigate differences and prepare evidence for your client’s reviewers. Your team brings the agency knowledge and leads delivery.
We start with one engagement: your team delivers it, Catalyst OS supports it, and Sinergy contributes expertise where you want it.

We work with firms that have earned agency trust and know the terrain. The commercial details come after the first conversation, not before.
Embed Catalyst OS in your delivery practice. Your consultants scope the reconciliation, configure the packs and sources, validate the results and support adoption. Your team owns the engagement and reviews the results.
Connect your product to the ingestion, validation and output pipeline. Assess the source formats and interfaces for your enterprise resource planning (ERP) system, cloud platform or governance, risk and compliance tools.
Use Catalyst OS outputs as evidence in your own reviews. Use of the platform does not imply your endorsement and does not replace your independent judgment.
You hold the relationship or the vehicle. Sinergy brings an SDVOSB work package and the engine behind it.
How Sinergy teams with primes →Catalyst OS does not replace your team or your methodology. It handles the delivery mechanics so your consultants focus on the judgment calls, the decisions only a human expert makes.
CSV exports, API feeds, ERP extracts and reference files. Catalyst OS normalizes them to one schema. Your team stops mapping spreadsheets and starts analyzing results.
Deterministic validation runs before any AI touches the data. Where AI is used, it is constrained by policy, scored for confidence and logged. Every output is explainable.
Reconciliation reports, exception registers and evidence packages with full chain of custody. Deliverables that close engagements.
U.S. Government Accountability Office (GAO) reports describe challenges in IT management, legacy-system maintenance and cybersecurity reporting. These findings provide context for delivery planning; they do not measure reconciliation performance.
GAO reported that 463 IT acquisition and management recommendations issued since 2010 remained unimplemented as of January 2025.
GAO-25-107852 · January 23, 2025 ↗GAO’s July 2025 report described annual federal IT and cyber-related investment exceeding $100 billion, with agencies typically reporting about 80 percent spent on operations and maintenance of existing IT.
GAO-25-107795 · July 17, 2025 ↗GAO surveyed 23 civilian agencies covered by the Chief Financial Officers Act. Officials at seven reported data-quality problems that led to manual corrections in federal cybersecurity reporting.
GAO-25-107470 · June 11, 2025 ↗Identify the workpapers, source records and control mappings reviewers will need, and assign responsibility for keeping them current.
Agree on source formats, reporting periods and accounting identifiers before comparing records. Document mappings and investigate differences in their source context.
Set a process for updating evidence when source records, configurations or review decisions change. Retain the version used for each decision.
Every change to Catalyst OS capabilities and domain packs runs through The Sinergy Method, Sinergy’s four-step governed process: Intent, Design, Engage, Adapt. A named person approves each step. A released workflow then runs repeatedly under its own operational approvals; the development process is not repeated for each batch.
For the use case under discussion, review supported inputs, rule coverage, difficult examples, approval behavior, output samples and known exclusions, and settle how performance and implementation effort are measured.
Internal development records can support technical diligence. They are identified separately from customer outcomes, operational benchmarks and production evidence.
The partner or teaming agreement names who contracts with the customer and who configures and supports the workflow. It lists the included capabilities and packs, along with terms for client data and existing intellectual property. It also defines licensing, implementation fees, referral terms, acceptance and handover. White-label, reseller and referral rights require explicit written terms.
Tell us the client need, the workflow and your intended role. We come back with the pack fit, delivery responsibilities and commercial approach.
